It doesn't permanently change the output latency though. This makes it almost impossible to use my Axiom 49 controller to play my VSTs and add more to the track because of the delayed output. If I save the song and then reopen it to do some more work, it now suddenly changes only the output latency to around 120ms. As long as I have the session open for the first time, the latencies are fine. Suddenly, about a month ago, I started having an ouput latency problem on anything new I make, but only after it is saved! Let me explain, when I open any older track or start a new session, my input and output latencies are both at about 9ms which is fine for all my recording needs.
